FHA INFO 2026-12 announces a Request for Information (RFI) on modernizing FHA Single Family Minimum Property Requirements (MPRs). The RFI published in the Federal Register as Docket No. FR-6609-N-01 (May 29, 2026). This is a comment solicitation, not a final rule change. Current enforceable standards remain in HUD Handbook 4000.1 until FHA publishes updates.
FHA states MPRs have not had a comprehensive update in over two decades and may no longer reflect current industry practice. The agency is seeking stakeholder input before revising policy.
What is FHA asking in the RFI?
HUD listed questions including:
- Advantages and disadvantages of current MPRs
- How FHA could streamline or simplify MPR policies
- Factors to weigh when modernizing standards
- Specific MPRs that may no longer be necessary or that no longer indicate whether a home is safe, sound, and secure
- Whether MPRs are clearly communicated in FHA policy
- Whether MPRs align with modern appraisal practices
Comments were due June 29, 2026 per FHA's published notice. FHA will use responses to shape future handbook and policy updates.
What is not changing yet?
Until FHA publishes amended requirements:
- Appraisers still apply Handbook 4000.1 MPR criteria.
- Mortgagees still ensure required repairs are completed before FHA insurance endorsement when appraisal or inspection identifies deficiencies.
- The RFI does not by itself remove any existing repair requirement.
Brokers should not tell borrowers that MPR rules are already relaxed based on the RFI alone.
Why brokers should track this initiative
MPR modernization could eventually affect:
- Which property conditions trigger required repairs at appraisal
- Reinspection and completion-report workflows
- How appraisers document deficiencies relative to FHA insurance eligibility
Any change would flow through updated 4000.1 text or mortgagee letters after the comment period, not through the RFI document itself.
Practical steps while waiting for final policy
- Monitor FHA INFO and Handbook 4000.1 updates on HUD's Single Family FHA INFO page.
- Train intake staff that the RFI is forward-looking; current MPR enforcement is unchanged.
- Flag pre-1978, well/septic, and deferred maintenance files under today's handbook rules, not speculative RFI outcomes.
