Why USDA HB-1-3555 Always Lags Its Procedure Notice Stream

USDA's Single Family Housing Guaranteed Loan Program publishes policy two ways: the consolidated HB-1-3555 handbook and a stream of Procedure Notices (PNs). PNs can be effective immediately on issuance; the handbook is updated on a slower consolidation cycle. That gap is structural, not a one-time delay.
Brokers who underwrite from an outdated handbook PDF without checking recent PNs risk applying superseded GUS, income, or documentation rules.
Why does HB-1-3555 lag Procedure Notices?
HB-1-3555 is a large technical handbook revised when USDA merges multiple PN changes into a single published edition. Procedure Notices address time-sensitive updates (system access, tax transcript options, reserve entry, fee notices) before the next handbook revision ships.
Example: PN 649 (effective August 5, 2025) updated GUS login.gov access, Form 8821 transcript options, and GUS reserve entry rules. USDA later summarized those changes in GovDelivery bulletins and incorporated them into HB-1-3555 chapter revisions. Between PN effective date and handbook publication, the PN was the controlling interim source.

Practical compliance habits
- Check the PN list monthly (or subscribe to updates). Read any PN dated after your last handbook revision.
- Date-stamp lender checklists with both handbook version and last PN reviewed.
- Before final submission, confirm no PN issued in the last 30-60 days overrides your chapter citation (fees, forms, GUS rules are common flash points).
- Do not cite blog summaries as authority; link files to PN PDFs, handbook paragraphs, or conditional commitment notices.
What this does not mean
- HB-1-3555 is not optional. It remains the primary program manual once revisions incorporate PN changes.
- A PN does not replace 7 CFR 3555 or statutory requirements; it operationalizes them for lenders.
- Proposed Federal Register rules (seller concessions, ADU income, etc.) are a third track: proposed until final and effective.
