Procedure Notice (PN) 649, effective August 5, 2025, updated HB-1-3555 chapters that govern Guaranteed Underwriting System (GUS) access, tax transcript options, and reserve entry. The consolidated handbook now reflects those changes. Brokers working USDA guaranteed files should align intake, GUS data entry, and permanent file documentation with PN 649 and the current HB-1-3555 text.

How does login.gov affect GUS access?

PN 649 clarifies that approved lenders obtain GUS access through a login.gov account rather than legacy authentication paths. USDA's system access guide describes login.gov as the multi-factor option for USDA business systems, including GUS.

Operational checklist:

  • Confirm every staff member who submits GUS files has an active login.gov profile linked to USDA LINC access.
  • Match email addresses between legacy eAuthentication profiles and login.gov when migrating accounts (USDA's access guide notes mismatched emails can block a smooth transition).

What role does IRS Form 8821 play?

HB-1-3555 (Chapter 9, updated via PN 649) requires adult household members to sign IRS Form 4506-T, 4506-C, or 8821, Tax Information Authorization, for the prior two tax years at submission. Lenders use the selected form to request full transcripts with all schedules.

Form 8821 is an acceptable alternative to the 4506 series when requesting IRS tax transcripts for income verification. Intake should capture signed 8821 (or 4506-T/C per lender policy) before final GUS submission.

How should reserve balances be entered in GUS?

PN 649 added GUS reserve guidance that differs from generic asset verification rules:

  • Reserves entered in GUS must not exceed the balance shown on the borrower's most recent official monthly bank statement.
  • Lenders may enter a lower reserve balance at their discretion.

This is separate from broader HB-1-3555 Paragraph 5-E, Cash Reserves, which describes how GUS calculates liquid assets available after closing. Lenders still verify and document assets in the permanent loan file even when GUS calculates a reserve figure.

Do not treat unverified account balances as reserves, and do not enter statement balances higher than the official monthly statement supports.

What should teams update in workflow?

  1. Access: Migrate GUS users to login.gov before access failures block submissions.
  2. Tax transcripts: Add Form 8821 to the standard tax authorization packet alongside 4506-T/C where your lender allows it.
  3. Asset entry: Train processors on the PN 649 reserve cap (statement balance maximum, optional lower entry).
  4. Cross-check PN stream: When USDA issues a new PN, compare it to the ingested handbook revision date; interim PNs may apply before the next consolidated HB release.
